Asylum seekers

Found this on the announcement board in my building. It's a response from the government to an application for political asylum. First of all why it's on the board not in an envelope delivered to the recipient??? (btw the adress is wrong).

In Cyprus there are about 11-12 000 asylum seekers. After they aply they have to wait until their claim is processed. Which takes now 2-3 years! Its difficult to get asylum since you cannot seek it for economical reasons. Obviously 99% of them comes to Cyprus for to find a job. They are mainly Philipino,Sri Lankan, Bangladladeshi, Pakistani. Still, instead of being deported immediately if you do not have a work permit, you can stay in the country for a couple of years.

I heard that UN instructed Cyprus to process the applications in 2-3 weeks.
